(147****) Vězení ve Finsku

Ahoj, jak to jde? Dneska pro tebe mám moc zajímavé audio o vězeních ve Finsku. Ale nejdřív bych ráda poděkovala fanouškům, kteří přispěli na Tipeee. Tipeee.com je stránka, kde mi můžeš koupit kafe za 1€, to je asi 25 korun, jako poděkování za audia a videa SlowCZECH, protože chci, aby SlowCZECH byl zdarma. Tento měsíc už přispěl: Nigel z Prahy, Jill z Ameriky, Jennifer z Ameriky, René z Ameriky, Edvard z Prahy, Martina z Ameriky a Barbara z Ameriky. V prosinci a listopadu přispěli:  Victoria z Brna, opět Nigel z Ameriky a Martina z Ameriky, Mark z Česka z Chanovic, opět René z Ameriky, Peter z Maďarska, opět Barbara z Ameriky a Federico z Uherského Brodu. Celkem už 51 fanoušků, moc díky!

Když si chceš popovídat s vězněm ve věznici Kerava ve Finsku, stačí jednoduše přijít po příjezdové cestě a otevřít dveře skleníku. Město Kerava leží nedaleko od hlavního města Helsinek a mají tady otevřená vězení. Jeden z vězňů, Hanno, odsouzený pašerák drog, říká: “Být tady je opravdu uklidňující. Máme tu králíky.”

70 vězňů tohoto zařízení chodí každý den do práce do skleníku. Dnes vězňové zalévají sazenice pro velký jarní výprodej. A ano, jsou tu taky ovce anebo králíci, se kterými si můžou vězni hrát nebo se mazlit.

V Keravě nejsou žádné dveře, žádné zámky, žádné uniformy: je to otevřené vězení. Všichni vězni museli poslat přihlášku. Vydělávají asi 7,40 eur za hodinu, mají mobilní telefony, nakupují ve městě a každé tři měsíce dostávají tři dny dovolené. Taky platí nájem. Pokud se místo práce rozhodnou studovat na univerzitě ve městě, dostanou stipendium. Někdy jezdí na pár dní kempovat a rybařit – to ale už pod dohledem.

Tito vězni vědí, že by nebylo těžké uniknout. Jiný vězeň, Kallio, říká: “Můžeš odejít, pokud chceš. Ale pokud utečeš, jdeš zpět do klasického vězení. A to nechceš. Tady to je mnohem lepší. ” Každé jaro přicházejí stovky lidí do otevřeného vězení Kerava piknikovat, pohladit si zvířata a koupit rostliny, které vězni pěstují .

Dnes je tento typ vězení tím posledním krokem pro vězně, než se vrátí do normálního života. Ale nebylo tomu tak vždy. Finsko mělo dříve jedno z nejvyšších procent uvězněných v Evropě. Poté v šedesátých letech začali skandinávští vědci zkoumat, jak moc je trest účinný a jestli se snižuje trestná činnost. Závěr: Ne. Účinnost trestu na snižování trestné činnosti je nulová. Vězení je zbytečné.

Tapio Lappi-Seppälä, ředitel kriminologického ústavu na univerzitě v Helsinkách, říká: „Bylo to poprvé, kdy se takový zásadní výzkum uskutečnil. A ukázalo se, že věznění je zbytečné.” A proto během následujících třiceti let Finsko postupně upravilo svou trestní politiku. A na konci mělo Finsko nejnižší míru uvězněných v Evropě. Co je zajímavé je, že v důsledku toho nedošlo ke zvýšení kriminality. Finskou nám ukázalo, že je možné omezit využívání trestu odnětí svobody, aniž by to ovlivnilo kriminalitu země.

Na druhou stranu to, co je důležité, to je postupné zavádění vězňů do normálního života. Tedy přesně to, co nabízejí otevřené věznice. Asi třetina finských vězňů žije v otevřených věznicích a dnes je méně pravděpodobné, že budou znovu zatčeni. Náklady na jednotlivce jsou sníženy o třetinu, protože není potřeba personál ani bezpečnostní systémy.

Nedaleko Helsinek, na Suomenlinna Island, je dokonce otevřené vězení, které slouží jako turistická atrakce. Ostrov je zapsán na seznamu světového kulturního dědictví UNESCO a turisté sem jezdí každé léto. Vězení od obytné oblasti a muzeí odděluje pouze žlutý plot. Když přijedeš jako turista, ani se neuvědomíš, že se pohybuješ uprostřed otevřeného vězení. A obyvatelé také souhlasí. Většina obyvatel poblíž otevřených věznic Kerava a Suomenlinna je překvapená, když se jich zeptáš, jestli se obávají sdílení města s odsouzenými. Ne, proč? Dokonce říkají, že vězni pomáhají komunitě – čistí veřejné prostory a zkrášlují okolí. Zkrátka a dobře, všem se tu dohromady žije moc dobře.
